Education Contract with the use of Maternity Capital Funds
To use maternity capital funds to pay for children's higher education, it is necessary to draw up an additional agreement to the contract to involve the maternity capital recipient in the payment under the contract. The recipient must submit an application for the use of maternity capital funds to the Social Fund of the Russian Federation (this application is processed at the RUDN University Multifunctional Center).
Who is eligible to receive a maternity capital? (for Russian citizens)
- Women who gave birth (adopted) to their first child starting January 1st, 2020.
- Women who gave birth (adopted) to the second or subsequent child starting January 1st, 2007.
- Men who are the sole adoptive parent of the first child, if the court decision on adoption became effective starting January 1st, 2020.
- Men who are the sole adoptive parent of the second or subsequent child, if the court decision on adoption became effective starting January 1st, 2007.
Who is eligible to receive a maternity capital regardless of citizenship?
- Biological or adoptive fathers; when the mother is no longer eligible to receive a maternity capital: in case of death, restriction or loss of parental rights, or cancellation of adoption.
- Minors or full-time students under the age of 23; in case the parents have lost the right to state assistance.
You can use your maternity capital funds in the following ways:
- Submit an application through Gosuslugi,
- Submit an application through a city MFC office or a territorial branch of the Social Fund of the Russian Federation,
- Submit an application to the RUDN University MFC
It takes up to 10 business days for the request to be considered for approval. After approval, the money will be transferred in 5 business days.
The first payment from the Pension Fund of the Russian Federation will be processed in no more than 2 months, from the day of submitting the request. The following payments must be done according to the terms prescribed in the tuition contract.
NOTE! The same maternity capital can be used to cover the expenses of different majors.
The money cannot be received in cash. A refund will be issued in case of expulsion, and the money will be sent back to the Social Fund in due course. The refund upon deduction is sent to the Social Fund of the Russian Federation in accordance with the established procedure.

- Student’s identity document
- Maternity capital holder’s identity document
- SNILS
- Maternity capital certificate
- Original training contract and supplementary agreements (if extending payment using maternity capital)
- Statement of remaining funds (if previously using maternity capital funds)

How to request this service?
STEP 1
Download the application “RUDN University” from App Store/Google play or through browser .
STEP 2
Log in with your RUDN ID account (corporate mail).
STEP 3
Go to “Services”, then “Multiservice Center”, then select “Contract Signing”, then select from the list of services available for ordering “Education Contract with the use of Maternity Capital Funds”.
STEP 4
Take an appointment and send the request.
To apply for payment using maternity capital funds, the student and certificate holder must apply in person.
If applying in person, you must have an identity document and the original tuition contract (Rector’s Order No. 11 dated January 16, 2024).
